Support for Somali radicals could originate from Kenya

Currently, what is left of the army of the radical Islamic Courts Union (ICU) has retreated south of the southern Somali town of Kismayo, near the frontier with Kenya. The ongoing logistical and manpower needs of this designated terrorist organisation would indicate that munitions, men and money will most easily be resupplied by Al-Qaeda agents operating from Kenya. Since AML enforcement in that country has serious deficiencies, compliance officers at international banks in the Middle East should increase awareness of funds transfers into Kenya, and of requests for large amounts of cash from freight forwarders and shippers who do not ordinarily transact a large amount of business with Kenyan firms.

We caution that a very high degree of care be taken to ensure that funds transfers to Kenya are bona fide commercial transactions, and not to front entities, because of the reported presence with the ICU in Kismayo of three Al-Qaeda leaders deemed responsible by the US for the two embassy bombings in East Africa. Should these fugitives be killed or captured, rest assured that any and all documents they have on them will ultimately end up in the hands of the Ethiopian army, and ultimately the US. One surely does not want one's bank linked to these high-profile terrorists, as a fuinding source.

Should the Ethiopian-backed military of the Transitional Federal Government (TFG) defeat the ICU, it has stated that it will engage in a guerrilla war. This tactic could result in a long-term conflict, which will require regular infusions of terrorist financing to sustain operations. Kenya may soon go to the top of your enhanced due diligence list for that reason.
