US issues Presidential Proclamation, bans Pro-Syrian Lebanese PEPs and Syrian officials from entry

American President George Bush this week issued a Proclamation in support of Lebanese sovereignty, and against those pro-Syrian Lebanese Politically Exposed Persons [PEPs] and Syrian government officials they allege are behind the assassination of former Lebanese Prime Minister Hariri, and/or who support the designated global terrorist organisation, Hizballah. Hereafter, such individuals are barred from entry into the United States for any reason. Persons so designated by the Department of State, now or in the future, will not be permitted into the US.

A list of individuals named by the White House as amongst those who will potentially be barred from entry was distributed to the media. We have added the UID, to aid our readers in their research, and the date when the individual's Profile first appeared on World-Check. Since there are a number of variations in the English spelling of these names, those also appear in the Profiles.

First the Lebanese, all former members of the government:

  • Nasser Qandil, former MP [UID 33460], first profiled on W-C on 7 October, 2001.
  • Abdul Rahim Mrad, a/k/a Abdel A-Rahim Yussef Murad, former Defence Minister [UID 4492], first profiled 18 November, 2000.
  • Assad Hardan, former Labour Minister and MP, [UID 33473], first profiled 7 October, 2001.
  • Assam Qanso a/k/a Ali Kanso, former Labour Minister [UID 33467], first profiled 7 October 2001.
  • Michel Samaha, former Minister of Information [UID 167836], first profiled 3 July, 2003.
  • Wiam Wahhab or Wahab, former minister of the Environment [UID 258952], first profiled 4 November, 2004.

The Syrian officials listed have all been previously named as Specially Designated Nationals by OFAC. They are:

  • Brigadier Rustum Ghazali or Ghazale ,former head of Syrian Military Intelligence for Lebanon [UID 309399],  first profiled 24 May, 2005.
  • Brigadier Jami Jami a/k/a Jama'a Jama'a, Syrian Military intelligence [UID 487024]. first profiled 15 August, 2006.
  • Major General Hisham Ikhityar, head of National Security Office [UID 319224], first profiled 23 June, 2005.
  • General Assef Shawkat, Director of Military Intelligence [UID 52218] first profiled 1 February, 2002.

N.B.: The Proclamation also advises that the travel entry ban also extend to:

  • Immediate members of the families of the individuals listed  by the Secretary of State.
  • People who businesses benefited from the activities of the designated individuals.

Whether the Lebanese listed at this time, or later, become designated by OFAC is not known, but prudence demands that one strongly consider the possibility. Also, anyone on this or a future Department of State  denied entry list that alleges that they are associated with the state sponsor of terrorism, Syria, or Hizballah, must be considered a high-level risk.
