The office of Foreign Assets Control, or OFAC. has classified Belneftekhim, more commonly known as the Belarusian State Concern for Oil and Chemistry, as a Specially Designated National (SDN). The company is reported to be under the direct control of Belarusian President Alexander Lukashenko a/k/a Lukashenka, himself designated by OFAC in 2006, and his assets blocked. The company's wholly-owned subsidiary, Belneftekhim USA, Inc., of Methuen, Massachusetts [UID 747060] has also received SDN status.

Belneftekhim [UID 432643], also known as Belarusian State Petroleum and Chemicals Concern, and Concern Belnetekhim, is located in Minsk. UK and EU-based MLROs and compliance officers note well that the company also has facilities in:

  • Beijjing, Peoples Republic of China
  • Frankfurt-am-Main, Germany
  • Riga, Latvia
  • Kiev, Ukraine
  • Moscpw, Russia

Lukashenko, and his supporters, have been accused of:

  • Participation in Human Rights Abuses related to Political Repression.
  • Associating with persons linked to Political Corruption in Belarus.

A number of other Belarusian officials also have been designated by OFAC.  The company's English-language website can be viewed at:
