Database of victims of Cuban revolution useful for compliance

A non-profit organisation in Miami has made available to the public its database of the 9000 Cuban nationals who have died as the result of the Cuban Revolution and subsequent anti-Castro activities, as well as those who perished whilst fleeing the Communist regime. The Cuba Archive has posted the information on the Internet as the Truth and Memory Project. This information may assist compliance officers at financial institutions with a Cuban expatriate clientele, to determine whether any of its new clients are masquerading as one of the deceased, in furtherance of criminal conduct. It might also, regretfully, become a useful tool for money launderers and other financial criminals, seeking to operate with identity documents of a deceased Cuban national, knowing that US compliance officers will be unable to verify the information in the Republic of Cuba.

The database contains personal information on:
  • Cubans who died in battle during the revolution, which ended in 1959.
  • Anti-Castro Cubans who were executed by the government.
  • Those who died whilst attempting to emigrate from Cuba by sea.
  • Individuals who were killed by the Cuban military during their attempted flight from the country.
  • Persons who died during hunger strikes in Cuban prisons.
