MSBs sending money to Hamas

Israeli military forces entered the West Bank this week and raided fourteen money exchange houses, arresting five individuals and seizing shekels, US Dollars and Jordanian Dinars worth a total of NIS 3m (US$ 840,000). Israel has changed that West Bank MSBs are funnelling cash to Hamas, and that the Palestinian Authority is not acting to interdict and suppress these activities, which constitute terrorist financing, as Hamas is a designated global terrorist organisation. Banks in the region already shun Hamas, and the MSBs reportedly have been filling the gap. Whilst the names of the MSBs have not yet been released, prudent risk management dictates that international banks who deal with West Bank NBFIs immediately conduct enquiries to ensure that none of the ones they do business with have been named by the authorities. Call those firms immediately.

What  you should look for:

  • Does the MSBs telephone ring and ring when you call, but there is no answer? Perhaps the equipment has been seized or removed.
  • Do you get a recording during normal business hours? This is a major red flag.
  • Does the recording refer you to another number or location? This may be an attempt to divert customers to other branches or affiliates, which may also be dealing with Hamas.
  • Have you attempted to call the MSB at either their listed emergency number or the home telephone number of the firm's principals, only to find that there is no answer?
  • Did they fail to respond to e-mails? Did the e-mails bounce?

If an MSB that you worked with was closed by the authorities, initiate an investigation, using your outside legal counsel, forthwith.
