The picture that has emerged from the November 26-29th terrorist attacks on Mumbai indicates that there was an extensive support network in place. In regard to broad terrorist support infrastructure, the Mumbai cell represents barely a spec in the wider universe of Jihadist organizational capabilities.

A crucial part of the fight against al-Qaida and its new face, the Tehrik-i-Taliban Pakistan (TTP), will be won on the financial front. Identifying revenue sources for this movement can help governments, financial institutions and other businesses degrade the TTP’s political influence and capacity for conducting attacks regionally and further afield in Europe and the United States.

Countering the financing of terrorism (CFT) is an especially challenging area of most compliance programs. A major shortfall of many compliance programs is that CFT tends to be too closely wedded to anti-money laundering (AML) in the respect that AML concepts and tools are applied to CFT problems as if the two challenges were the same. It is this author’s view that the two realms differ enough that each area should be segregated and remain distinct.

External state support for terrorist and insurgent groups has become increasingly limited, causing these illicit actors to adopt a dizzying array of funding strategies. Among these, new payment systems including prepaid cards, mobile banking and e-currencies have emerged as a particularly worrisome domain that terrorists can exploit to fund their support infrastructures and organizations. This paper addresses the terrorist financing risks associated with prepaid cards.

Significant resources are deployed in the financial services industry in checking terrorist lists and managing filters on payments systems to comply with anti-terrorist financing laws and regulations. It is easy to criticise this international effort as bureaucratic and time-consuming but it is worthwhile considering how much this process has evolved.

The global financial community stands on the front lines in the war against terrorists and their support infrastructures. The post-9/11 efforts to desiccate terrorist revenue streams center on an international regulatory framework that has grown to reflect the intensified terrorist threat in the post-9/11 era. Compliance with official blacklists of designated terrorist individuals and entities has become the principal mechanism to combat terrorist financing.
